As Massachusetts prepared to send new regiments of both three-year recruits and nine-months militiamen, problems with a hidebound army paymaster and disbursing officer obstructed the process. When Governor John A. Andrew appealed for federal help in breaking the logjam, Lincoln impatiently replied on August 12 that the governor should tell the responsible officials “that if they do not work quickly I will make quick work with them.
