On March 8, Lincoln issued “General War Order No. 2,” stipulating that the Army of the Potomac’s dozen divisions be organized into four army corps, to be commanded by three of the dissenting generals plus Erastus Keyes, who had supported the Urbanna plan only if the enemy were first cleared from the banks of the Potomac.
