Another Marylander, the former congressman and future Radical bête noire of the Lincoln administration, Henry Winter Davis, called Hunter’s proclamation “an outrage,” “unmilitary, unrepublican & insubordinate & wholly incapable of giving liberty in fact to a single slave who could not himself take it.
